Why has New Zealand suddenly guaranteed bank deposits?
 
 
 
 

Australians and New Zealanders alike should be very concerned about what’s happening in NZ’s banks, which are owned by Australia’s.

In a special episode of the CEC Report, Robert Barwick has interviewed real estate and financial expert Joe Wilkes, a veteran of the 2008 financial crisis in London now living in NZ, who is sounding the alarm about the NZ property market and banks. The New Zealand government has suddenly announced it will establish a guarantee for retail bank deposits, up to a limit of between NZ$30,000 and NZ$50,000. New Zealand has never had a deposit guarantee, except for a temporary one during the 2008 global financial crisis. The Reserve Bank of New Zealand (RBNZ) has always taken a hard line against a guarantee due to fears of “moral hazard”—that guaranteed banks would take more risks.

So why implement a guarantee now? Is it for the same reason the Reserve Bank of Australia slashed interest rates twice in two months to a new all-time low of 1 per cent? Is it an emergency response to a crisis they don’t want to publicly acknowledge?

Bail-in capital of the world

The guarantee is especially significant, as NZ is the bail-in capital of the world. It has the most explicit bail-in scheme to confiscate deposits to prop up failing banks, called Open Bank Resolution (OBR).

The RBNZ prides itself on its hard-line insistence on strict “market” discipline for the banks. It justifies the OBR bail-in system, for instance, by defining a depositor not as someone who has entrusted their money to the bank for safekeeping, but as an “investor” who has “freely invested in a private institution and has enjoyed a return on that investment whilst accepting the risks associated with the investment”.

This definition does not reflect how bank customers understand the relationship, which is one based on trust; moreover, it is a joke when assessing the “return” the “investors” have supposedly “enjoyed”: miserly deposit interest rates in no way compensate for the risk of bail-in. Worse, most Kiwis have no idea that their deposits can be bailed in (just as they had no idea that their deposits weren’t guaranteed), so how can they be expected to make a proper assessment of risk?

Unfortunately, Kiwis should not assume that the new guarantee will protect their deposits from bail-in. Unless it states so explicitly in legislation, the guarantee is only for paying out depositors when a bank fails, whereas bail-in is imposed before a bank fails.

Once-in-200-year event!

While the OBR bail-in system has been in place for several years, the RBNZ has also recently taken emergency measures to shore up the banks.

Earlier this year the RBNZ announced it wants the banks to dramatically increase their tier-1 capital—their buffer against losses—from 8.5 per cent, to 16 per cent. RBNZ governor Adrian Orr justified this steep increase by saying he wants the banks to be able to survive a once-in-200-year event.

The question is, just what sort of event does Orr anticipate?

The NZ banks and their Australian parents aren’t happy. In a submission to RBNZ against the higher capital requirement, the NZ Banking Association (NZBA) decided to side with their depositors, and say that they shouldn’t be required to have more capital for the same reason depositors shouldn’t be bailed in—that the RBNZ is responsible for anticipating crises, and therefore should bail the banks out.

It’s a bit rich that the banks are only defending their depositors against OBR bail-in now that they are being required to raise more capital. After all, OBR has been discussed since 2011 and has been in place for a number of years. Their argument against bail-in, however, is right.

Here’s what the NZBA submitted, in the form of an analysis by the Sapere Research Group:

“We have some concerns that the OBR is being assumed to provide a ’bail-in’, whereas it seems to us highly unlikely that any government would allow all depositors in a major bank to take a haircut. Depositors would have a right to argue that the Reserve Bank should have seen this coming and that as the government’s designated regulator of the banks, the government should take the hit rather than the depositors. Depositors are poorly placed to monitor the performance of their banks in contrast to the regulators who have better information and a duty of care to the depositors. Requiring banks to hold additional Tier 1 capital would seem unlikely to be the most efficient method for managing these risks.” (Emphasis added.)

While the specific argument against bail-in is spot on, using it to argue against more capital didn’t wash. At a press conference on 29 May, Governor Orr ridiculed this submission as “astounding” and reiterated RBNZ’s insistence on more capital. The bottom line for NZ depositors is: expect to be bailed in, because the NZ authorities are going to need all the money they can get to prop up their banks!

The “once-in-200-year” event that Orr fears could come from multiple sources, or a combination of all of them. New Zealand like Australia is at the mercy of the global financial system, which is threatened by the crisis in Deutsche Bank, the fallout from the US-China trade war, and the US$1.2 quadrillion global derivatives bubble. As of the last time NZ’s bank derivatives were reported, in 2015, the country’s exposure was NZ$2.77 trillion.

New Zealand’s banks are also at the mercy of their Australian parents, which are staring down the barrel of a collapsing housing bubble that will likely bankrupt them; in the event of a crisis in the Australian banks, they are able to raid their NZ subsidiaries for capital, which could trigger a NZ crisis.

And NZ is capable of causing its own crisis, which, as in Australia, is likely to come from the deflating housing bubble that is as big in NZ as in Australia. As Joe Wilkes has often reported on Martin North’s Digital Finance Analytics YouTube channel, Auckland and Wellington had some of the highest prices in the world, but are now falling, and many large developments have ground to a halt. This is as much a crisis for the over-exposed banks as the over-extended borrowers trapped in negative equity. And the signs are especially bad for the largest bank, ANZ, which has most fiercely resisted the higher capital requirements; like its Australian parent it is hiding its derivatives exposure, and has suddenly lost its chief executive in the sort of scandal that seems to happen when a bank is covering up deeper problems.

Like Australia, NZ needs bank reform, starting with a Glass-Steagall separation of deposit-taking banks from speculation. Kiwis should join the Australian campaign for bank separation and contact their NZ MPs to demand they scrap bail-in and instead adopt Glass-Steagall to make the banks safe.

A bill to legalize recreational marijauna in Illinois needs only the signature of Gov. J.B. Pritzker to become law. Colorado has had legal recreational marijuana since 2014. The Colorado Division of Criminal Justice last year came out with an analysis of the effects of the state’s legalization of retail sales of marijuana since it went into effect in 2014. It found teen use had not increased, but hospital visits and fatal accidents associated with marijuana use increased. The authors cautioned that many factors can influence the statistics in the report, including people’s willingness to admit marijuana use now that it’s legalized in the state. Here is a rundown of some of the major findings.

The destruction of Malaysia Airlines Flight MH17
 
 
 
 

Washington’s recent attempt to use the tragic downing of Malaysian flight MH-17 over the Donbass region of Ukraine, which occurred on July 17, 2014 is nothing short of pathetic. Instead of making an attempt to bring to justice those responsible for this crime it tries instead to unleash yet another wave of anti-Russian hysteria. In this situation, it’s only logical that this latest attempt has gone down in flames yet again.

It would seem that everything was done in accordance with a carefully drafted script. We’ve had a major media show with the Joint Investigation Team (JIT) coming forward to announce that the investigation was nearing closure. It’s curious that among those countries that have sent their representatives to JIT one can find Ukraine, a possible perpetrator of the attack on MH-17, alongside the Netherlands, Australia, Malaysia, and Belgium. Then we had the typical bad guy – Russia, that in the opinion of the JIT was most certainly responsible for the downing of MH-17 and the untimely demise of 298 people. Western puppets would even go as far as to release the names of four people allegedly responsible for the attack.

As for the puppeteers, they would use the head of the US Department of State, Michael Pompeo for making appeals to Russia to immediately put in jail those people the JIT described as perpetrators.

However, this entire propaganda push would only work on day-to-day consumers of American media, who still believe that Saddam Hussein and Muammar Gaddafi “got what they deserved” and that Iran and North Korea somehow represent some sort of threat to the international community. However, there’s an ever growing number of people in the world who wouldn’t fall for such lies anymore, as they’ve seen them all too often before.

There’s little doubt that the Malaysian prime minister Mahathir Mohamad is among such people, as he made it pretty clear that there’s no proof whatsoever of Russia’s involvement in the downing of MH-17. In fact, he would claim that:

“We are very unhappy because from the very beginning it became a political issue on how to accuse Russia of the wrongdoing… So far there is no proof. Only hearsay.”

In turn, the founder of the conservative Dutch party Forum for Democracy, Thierry Baudet would announce that he has no confidence whatsoever in the JIT and its impartiality, while pointing out that Ukraine must be responsible for this attack.

According to Heise, there’s no doubt that Kiev is fully responsible for this tragedy, as it had failed to close the airspace over the contested territories of Donbass and withheld evidence from the investigation. It would add that the Dutch Safety Board was conducting its own investigation of the downing and at some point was convinced that Kiev was behind this attack, however it left a legal loophole for Kiev for it to escape any consequences. As for Russia, Heise argues, it was decided to name it responsible for this tragedy, since Ukraine was acting on Washington’s behalf in this downing and it will continue enjoying its protection.

It’s curious that the JIT final report has left a lot of questions unanswered, most of them emerge due to the absence of any actual evidence that could allow this body to allocate responsibility for the catastrophe to some party and could be used in court. Yet, the Netherlands and Australia were quick to announce that they had no doubt whatsoever, even though JIT would cite pictures and messages taken from social media as their sources of information. It didn’t bother those behind the so-called final report that they had no access to the Pentagon’s satellite images and any sort of data from Ukrainian radars, even though those could serve as actual evidence along with similar data Russia provided to shed light on the actual perpetrators of the attack.

The claims that certain Western media sources would make, about the downing of MH17 “rallying the West against Russia” can only be described as laughable, even though it’s clear that this was Washington’s initial intention which led to the release of the “final report”

Yet another attempt to present Russia as a bogeyman has garnered no sympathy in Europe, especially against the backdrop of revelations London has recently made about the role of its intelligence agencies in the downing of PA 103 three decades ago. Back then a bomb that exploded on board Pan American Flight 103, en route from London to New York was used to undermine Libya and warrant the overthrow of its leader – Muammar Qaddafi. What this false-flag essentially required was the falsification of evidence and the conviction in a rigged court proceeding of the wrong man. The extent of that operation has recently been exposed in a partial release of British Government documents from the UK’s National Archives.

It’s been noted that those archive disclosures also show that the same modus operandi has been under way since 2014 to fabricate blame for the destruction of Malaysia Airlines Flight MH17 over Ukraine, and justify global sanctions against Russia, plus operations to overthrow Vladimir Putin.

That is why Malaysia must take the investigation into its own hands and receive all the necessary assistance from the international community to establish who was responsible for the MH17 downing. It’s clear that the JIT was more concerned with pleasing Washington than establishing the truth.

I marvel at the way elderly couples can walk together with such delicateness that it’s like they’re holding the fate of the world in their hands, even though they know their connection is about to end.

I marvel at the tiny salty thunderstorm of miso in my cup.

I marvel at how birds can fly but we’ve somehow never worshipped them as gods.

I marvel at the sensation of wind buffeting my body as I hang out the clothes, a whirling twirling invisible force cheekily caressing my material form like an ancient eternal lover lifting up my skirt.

I marvel that strangers on the internet are interested in the thoughts in my head, and that I’ve still got things to say after all this time.

I marvel at how goddamn good a shower feels and the fact that I’m allowed to have one whenever I like.

I marvel at how big and old the universe is and how we don’t really know anything about anything but we hardly ever talk about it.

I marvel at the wide-eyed openness of infants and the closely guarded secret every grownup holds about their lifelong struggle to get back there.

I marvel at how we all roar past each other in giant metal speed machines every single day, and it somehow flows with such miraculous smoothness and consistency that we’re always surprised to see anything go wrong with it.

I marvel at quiet housewives and the secrets they’ll never tell.

I marvel at how great tragedies always cut through the muck of cultural and technological alienation and people rush through danger to help perfect strangers as though they are beloved family members.

I marvel at how beautiful young people are and how adept the mind is at hiding that fact from them.

I marvel at how sometimes the intimacy of a private message conversation with a stranger on the other side of the world can surpass that of any face-to-face conversation. Sometimes you hit on a connection so deep that you get the sense that you’re not just speaking to another human but communing energetically with their unblanketed soul. And I marvel that these connections have only just started happening in a mainstream way in the last decade or so, and I wonder what that can mean for us as a species.

I marvel at the tenderness and protectiveness of young men towards old women.

I marvel at how we’re all fleshy, fingery, toothy ape monsters that consume the life force of other organisms with our mouths and excrete them out our anuses, but we still look at some specific humans like they’re weirdos.

I marvel at the way people can talk themselves out of doing what they really want and the sneaky, roundabout way they always end up doing what they want anyway.

I marvel at people who build entire lifestyles around making sure they get to have a few hours a week to spend floating in the ocean and waiting for a wave, just so they can have the occasional experience of riding on a force of nature while standing on two feet.

I marvel at the outcasts and shut-ins who’ve ceased trying to pretend that our society is anything other than bat shit crazy nonsense.

I marvel at the softness of my pillow and how sleep is so healing in such a gentle way that it feels like it must be illegal.

I marvel at the lovely rainbows and tiny crackling of the soap bubbles when I’m doing the dishes.

I marvel at how the power of babbling thought stories is so tenuous that spending an hour outside with a single tree can cause them to fall crumbling away.

I marvel at cake. What dark magic is that? It goes in the oven a sloppy mess and comes out as a puff of intoxicating decadence.

I marvel at the instincts of dogs and children at detecting malevolence.

I marvel at the sound of rain on my roof and how you can zone in and listen to each individual drop or zoom out and listen to the whole symphony.

I marvel at the friendly face of the moon and how she dances perfectly with my monthly cycle.

I marvel at the subtle winking behind the confident-sounding bloviations of pundits and know-it-alls from that deep, primordial place within them which knows it’s total play-acting.

I marvel at how good sand feels to my feet; a free massage from the sea-chewed bones of ancient sea life and prehistoric lava ejaculations.

I marvel at the sweet patience of mothers as they listen and respond to every tiny thought that tumbles out of their toddler’s mouth, no matter how repetitive or purposeless.

I marvel that owls and whales and hummingbirds and giant squids are a thing. They seem like made-up science fiction creatures.

I marvel at the way science tells us that our world is an inseparable swirling sea of microscopic particles and energy, yet we can spend all day thinking about what a bitch our coworker Stephanie is.

I marvel at how self-destructive people can be when they’re scared and how our little tender fears are used to manipulate us, and how really the only thing standing between us and health is a little bit of bravery; just enough courage to step towards the things we are scared of, whether they be homelessness, disappointment, heartache, loneliness, abandonment, or betrayal.

I marvel at how we have pet animals moving around our houses and act like it’s not weird. “I thought I’d bring a small furry mammal into this building to wander around from room to room for a few years.”

I marvel at how, despite all the psychological brutalizing of the social engineers, if you stand a thousand people in a field and play beautiful music, every identity barrier melts away.

I marvel at our ability to stay calm and mature instead of constantly screaming “Holy shit! We’re in space and death happens and I don’t really know what anything is!”

I marvel at how people let doctors knock them unconscious and inflict precise acts of calculated violence upon their bodies with very sharp blades, and how it usually works and makes them healthier.

I marvel at the experience of drinking from a glass of water, chugging huge mouthfuls of this weird flavorless liquified ancient volcano vapor that is welcomed with excitement by every part of my body and being.

I marvel at cloth. How the hell did we come up with that? I’m sitting here in a t-shirt that took thousands of years of technological collaboration to make and I still don’t even understand how a sewing machine works.

I marvel at how adept the mind is at claiming achievements and ideas for the glory of one tiny little thinker-brain when with even a tincture of humility, anyone can see that no idea or innovation is ever created in isolation.

I marvel at how we can control our blinking and our breath whenever we want, yet it’s possible to go all day without noticing either.

I marvel at the way our flesh is wrapped around these hard calcium structures like a tomato plant tied to a stick.

I marvel at how some flowers from the sidewalk in a jar of water can change a whole room.

I marvel at how life finds a way through the cracks in the concrete and the fissures of our worried minds.

I marvel at the fact that there are giant-brained singing leviathans swimming in our planet’s oceans whose mental lives we know nothing about, and the fact that we’re killing them all while looking to the stars for signs of alien life.

I marvel that I’m told I’ve been on this planet for 44 years and yet it still kind of feels like I just got here.

I marvel at how every single person I meet contains a whole universe inside them that is as rich and as complex as the one inside me.

I marvel at how we can be sitting in a whole bus full of human-shaped universes and not be brought to our knees, tears streaming from our face, wonder howling from our being, with the thunderous overwhelming mind-blowing magnificence of that very fact.

I marvel at the fact my body can make humans and the humans it makes turn out to be bloody amazing and way beyond my wildest expectations of how beautiful humans can be.

I marvel at how powerful love is and how when two people sincerely decide to fully love, understand, and champion each other then the whole they create is truly greater than the sum of their parts.

I marvel at the freedom of being seen, finally, after all these years of trying to hide.

I marvel at the healing power of receiving pleasure.

I marvel at the power of having my shameful wounds tended to by the hands of someone who is devoted to loving all of me.

I marvel at how two people turned to face one another at the same frequency can create a deep and abiding peace, like how two speakers emitting a tone of the exact same frequency will cancel each other out when turned to face towards each other.

I marvel at a human’s capacity for falling in love with a bird, a tree, a song, this moment, and I wonder if we were brave enough to fall in love with each other in every moment without falling immediately into the old patterns of possessiveness and manipulation, whether that would be enough to change everything.

I marvel at this wild and crazy ride.

I marvel that it’s still going and might still go on for a long time.
